The Third China Finance Forum held grandly in our university

The Third China Finance Forum sponsored by SHUFE’s SPEA and Editorial Department of economic research was successfully held in our college student entrepreneurship center from 4th to 5th this November. The theme of this forum is "Fiscal Policy Boosts Side Reform of Supply". The call for papers of this forum was  positively responded by fiscal experts and scholars,  the forum received about 300 papers from well-known universities in the manuscript, among which more than 110 papers with significant theoretical and practical significance were selected according to academic discussions of teacher groups, these papers were preached in 28 branch fields, and three outstanding papers were selected by secret ballot.

 

 

The big opening ceremony of the forum was held in the morning of November 4th, our school party secretary Cong Shuhai and the representative of co-organizer Mr. Gao Peiyong, an editor of Economic Research Journal delivered opening addresses respectively at the opening ceremony, and interpreted China's economic situation、 fiscal discipline construction、development after the 19th National Congress of CPC.

 

The opening ceremony presided over by Dean Liu Xiaobing, many famous scholars、editors and PhD students attended the opening ceremony of the forum, including but not limited to dean of the school of public policy and governance, Professor Hu Yijian, deputy dean of Central University of Finance and Economics, Professor Li Junsheng, deputy dean of Southwestern University of Finance and Economics, Professor Ma Xiao and editors from famous Journals such as "social science", "financial research", "financial research", "world economy", "and", "tax research" and so on.

 

 

 

 

The keynote session hosted by Professor Ma Haitao, dean of the Graduate School of Central University of Finance and Economics. Professor Gao Peiyong, Li Junsheng, Ma Xiao and Hu Yijian delivered keynote speechs on the fiscal policy changes, the main local taxes, tax fiscal discipline development and the three paradoxes etc.

 

 

 

 

The conference then entered the round table and parallel forum phases. The first roundtable was hosted by Professor Guo Qingwang of Renmin University, scholars interpreted on new trends of major tax reform after the 19th National Congress of CPC. The key problems are regional development issues of property rights and powers of the central relationship. On-site experts and finance scholars shared cutting-edge theory. All seats are occupied, responded enthusiastically.

 

 

The second roundtable was hosted by Professor Liu Yi of Peking University, scholars conducted in-depth exchanges in China's current fiscal discipline personnel training and system construction.

 

 

The first parallel forum discussed the fiscal system incentive, the government vertical relationship and transfer payment, social security as the theme respectively. There are 16 outstanding scholars in the field of Finance and taxation reported the related research, the atmosphere of academic discussion is strong.

 

In the afternoon of November 4th, the meeting entered into two parallel sub forums. The second parallel forum discussed replacing business tax with value-added tax(VAT) taxation reform policies, the risk of local debt and government governance and income distribution, theme study and discussion. The experts talked about the latest research and academic achievements on the in-depth report, shared the forefront of theory of value. The third parallel sub forum focused on fiscal decentralization and government relations, the relationship between vertical imbalance and green development. 24 profound academic scholars contributed their wisdom, the atmosphere of academic exchanges was strong.

Another two parallel forums were held in the morning of November 5th. The theme of the fourth parallel forum was the imbalance between urban and rural development, tax collection and tax evasion, economic development and environmental governance, and government budget reform. The experts and scholars discussed the problems existing in the corresponding fields and the direction of the reform. The theme of  the fifth parallel forum discussed the provision of public goods, the tax burden and flexible tax system of enterprises, the imbalance of China's fiscal decentralization system, land finance and human resources, and the new economy.

 

 

 

 

The Third China Finance Forum ended with he strong academic atmosphere, the closing ceremony and outstanding Paper Awards was hosted by professor Fan Ziying, SPEA Dean Liu Xiaobing, Economy Studies Dean Zhang Yongshan, Wuhan University School of economics and management Dean Liu Chengkui made concluding statemenst. President Zhang Yongshan congratulated the successful closing of the forum. On behalf of the organizers, he thanked the conference organization work done by the school of public economics and management of Shanghai University of Finance and Economics. Professor Liu Chengkui highly affirmed the academic value of the forum and promoted the research of China's fiscal theory and policy. At the same time, he invited the delegates to the fourth China Forum on finance. Dean  Liu Xiaobing once again thanked experts for supporting the forum, thanked Chinese Academy of Social Sciences Institute of economic research "and" economic editorial department for holdding the opportunity of this forum to SHUFE SPEA, we will make more and more contribution toChinese finance forum for research and development!
